America in the 22nd Century : a warmer climate is causing vast movements of people ; droughts, floods and hurricanes have left a once-great nation in chaos. As tensions mount, an already divided country threatens to break apart... Against this backdrop, British-born publicist, Holly Peacock, meets the charismatic Senator Slaymaker - a politician who promises to unite America, no matter the cost.
