Cet ouvrage explore la métamorphose de l'institution du handicap, à la lumière d'un changement de paradigme impulsé par les mobilisations militantes des personnes handicapées elles-mêmes. Le handicap n'est plus défini comme une déficience individuelle, mais comme le produit d'un environnement inadapté. Ce renversement en fait une responsabilité collective, et non une tragédie personnelle. A travers l'analyse des interactions entre l'institution du handicap et celles du droit commun - notamment l'école et l'emploi - l'ouvrage interroge la place réellement octroyée aux personnes handicapées dans notre société.
Car si une société inclusive devrait, par définition, faire diminuer le nombre de personnes handicapées, celui-ci ne cesse pourtant d'augmenter, au fur et à mesure que l'inclusion est revendiquée.
