Résumé
Quels liens entretiennent la démocratie et les droits culturels ? Dans quelle mesure la reconnaissance de droits culturels contribue à la consolidation et à la sophistication du caractère démocratique des Etats en transition ou en consolidation démocratique ? A l'inverse, les processus de démocratisation bénéficient-ils à la reconnaissance des droits culturels ? Le présent ouvrage, qui regroupe les travaux réalisés lors de la journée d'études éponyme tenue à Bilbao le 22 novembre 2013, essaie de donner quelques réponses à ces questions, au travers d'expériences diverses d'Etats en voie de démocratisation ou ayant connu une transition démocratique récemment, mais également de démocraties anciennes et consolidées.
Cet ouvrage est également le premier résultat concret de la coopération entre plusieurs universités qui a donné naissance au réseau interuniversitaire Kultura. Ce réseau, initié par l'Université de Pau et des pays de l'Adour, l'Université du Pays basque et le Centre d'études basques de l'Université du Nevada-Reno, regroupe des universités et enseignants-chercheurs de quatre continents. To which extent the recognition of cultural rights contributes to the consolidation and the sophistication of the democratic nature of States in transition or in democratic consolidation ? On the contrary, do the democratisation processes benefit to the recognition of cultural rights ? This book, which gathers the works from the eponymous day-long seminar that took place in Bilbao, 22 November 2013, tries to provide answers through various experiences of6 democratising States or of States that recently went through such process, but also of old and consolidated democracies.
This book is also the first concrete outcome of the cooperation between several universities, which ended in the inter-university network Kultura. This network, initiated by the University of Pau and pays de l'Adour, the University of Basque Country EHU-UPV and the Center of Basque Studies of the University of Nevada, Reno, gathers several universities and teachers-researchers from four continents.
